Personal Profile


Dr. Kevin Luo is an Assistant General Counsel of Microsoft and is also the General Manager of the Legal Department of Microsoft’s Asia R&D Group (“ARD”).  In addition to be responsible for all legal matters for ARD, he is also responsible for Microsoft China in the areas of cybersecurity law, regulation and policy. ARD, headquartered in Beijing, is Microsoft’s largest R&D group outside the US.


Prior to his current responsibility, Dr. Luo was the General Manager of Government and Corporate Affairs for Microsoft China.  Prior to joining Microsoft China, Dr. Luo worked in Microsoft’s headquarters in Redmond, Washington, US from 1999 to 2011, in various capacities including Associate General Counsel for Patents for Microsoft’s Server and Tools Business, Director of IP Licensing, Senior Licensing Counsel, and the lead patent attorney for Windows Division.


Before joining Microsoft in 1999, Dr. Luo was in private law practice with the former law firm of Pennie & Edmonds LLP in New York City.


Dr. Luo holds a J.D. from Fordham University Law School in New York; Ph.D. and M.A. from Columbia University in New York, both in electrical engineering.  Dr. Luo graduated from Tsinghua University, Beijing with a B.S. in electrical engineering.
